Quick summary
Political theory is the systematic study of ideas about the state, government, power, liberty, equality, rights and justice. It tries to explain how political life works and also asks how it should work. It has a traditional (normative) approach and a modern (empirical, behavioural) approach.
Key points
The word "politics" comes from the Greek word polis, meaning city-state. "Theory" comes from theoria, meaning a careful look or contemplation.
Political theory (राजकीय सिद्धांत) = a body of ideas that explains, evaluates and guides political life.
Andrew Hacker: political theory combines the search for good society (philosophy) with a scientific study of political facts.
David Held: political theory is a network of concepts and generalisations about political life.
Nature: it is both descriptive (what is) and normative (what ought to be); it is critical, explanatory and changing with time.
Traditional political theory (Plato to the 19th century) was normative, philosophical, historical and legal. It focused on the state and ideal values.
Modern political theory (20th century, especially after 1945) is empirical and scientific. It studies actual political behaviour, using data and surveys.
The Behavioural movement (David Easton, Robert Dahl, Charles Merriam) focused on facts, value-free research and observable behaviour.
Post-behaviouralism (David Easton, 1969) said research must also be relevant and serve society: "relevance and action".
Some thinkers (e.g. David Easton in 1953, Alfred Cobban) spoke of the "decline" of political theory; later writers like John Rawls (A Theory of Justice, 1971) revived normative theory.
Scope: study of the state and government, political concepts (power, authority, rights, liberty, equality, justice), political ideologies (liberalism, socialism, Marxism, Gandhism, feminism), comparative politics, public administration, international relations, political behaviour.
Important terms
Normative – concerned with values and what ought to be.
Empirical – based on observation and facts.
Behaviouralism – approach studying actual behaviour of individuals and groups scientifically.
Ideology – a set of ideas about how society and government should be organised.
Polis – Greek city-state.

Q2. What is post-behaviouralism?
Post-behaviouralism is a movement started by David Easton in 1969. It accepted scientific methods but said research must be relevant to society's problems and lead to action.
Traditional: focus on state and institutions; modern: political behaviour and processes.
Traditional: historical and legal methods; modern: surveys, statistics.
Traditional: value-laden; modern (behaviouralism): value-free.
Modern thinkers: Easton, Dahl; traditional: Plato, Aristotle, Hobbes.
Q5. Discuss the scope of political theory.
State and government.
Political concepts: power, authority, liberty, equality, rights, justice.
Political ideologies.
Political behaviour and processes.
Comparative politics and public administration.
International relations.
Exam tip
Begin long answers with at least two definitions (with thinkers' names), then explain points with headings. This standard structure scores well in RTMNU papers.

Quick summary
An approach is the way we look at and study politics: which questions we ask and what kind of evidence we use. Political Science has traditional approaches (philosophical, historical, legal, institutional), which are normative and study the state and its institutions, and modern approaches (behavioural, post-behavioural, systems, Marxist), which try to make the subject more scientific and study actual political behaviour.
Key points
An approach (दृष्टिकोन) decides what we select for study and how we explain it.
Traditional approaches dominated up to the Second World War. They are mostly normative (they ask "what ought to be"), descriptive and based on books, history and law.
Philosophical approach: studies ideals like justice, liberty and the best state. Plato, Aristotle, Rousseau and Hegel used it.
Historical approach: studies the growth of political institutions and ideas over time. Thinkers: Machiavelli, Montesquieu, Henry Maine, Freeman ("History is past politics and politics is present history").
Legal approach: studies the state as a legal body; focuses on constitutions, laws and courts. Thinkers: Bodin, Austin, Dicey.
Institutional approach: studies the formal structures of government: legislature, executive, judiciary, parties. Thinkers: James Bryce, Herman Finer.
Modern approaches grew after 1945, mainly in the USA. They are empirical (based on facts and observation), value-free and interdisciplinary.
Behavioural approach: studies how individuals and groups actually behave in politics (voting, leadership, public opinion). Early figures: Graham Wallas, Charles Merriam; later David Easton, Robert Dahl.
David Easton gave eight "intellectual foundation stones" of behaviouralism, including regularities, verification, techniques, quantification, values, systematisation, pure science and integration.
Post-behavioural approach: David Easton announced it in 1969 ("relevance and action"). It said research must be relevant to real social problems and values cannot be ignored.
Systems approach (David Easton): the political system receives inputs (demands and supports) from the environment, converts them into outputs (decisions and policies), and feedback links outputs back to inputs.
Marxist approach: politics is shaped by the economic base and class struggle; the state serves the dominant class.
Important terms
Normative – concerned with values and what ought to be.
Empirical – based on observation and facts.
Behaviouralism – study of observable political behaviour using scientific methods.
Input / output – demands and supports entering the system / decisions coming out of it.
Feedback – the effect of outputs on new inputs.

5 important questions
Q1. What is meant by an approach to the study of politics?
An approach is a method or point of view for studying political facts. It decides which questions are asked, which data are used and how conclusions are drawn.
Q2. What is post-behaviouralism?
It is a reaction to behaviouralism announced by David Easton in 1969. Its slogans were "relevance and action": research should solve real social problems and should not ignore values.
Q3. Explain the traditional approaches to the study of Political Science.
Meaning: normative, descriptive, state-centred.
Philosophical approach – ideals, best state (Plato).
Historical approach – growth of institutions (Maine, Freeman).

Quick summary
The state (राज्य) is the central concept of political science. It is a political organisation of people living in a definite territory, with an organised government and sovereignty. The four essential elements of the state are population, territory, government and sovereignty. The state is different from government, society and nation.
Key points
The word "state" comes from the Latin word status. Machiavelli was among the first to use it in its modern sense.
Garner: the state is a community of persons, more or less numerous, permanently occupying a definite portion of territory, independent of external control, and having an organised government to which the people render habitual obedience.
Woodrow Wilson: the state is a people organised for law within a definite territory.
Laski: the state is a territorial society divided into government and subjects, claiming supreme coercive authority within its area.
1. Population: people are essential. There is no fixed size. Plato suggested 5040 citizens for an ideal city; modern states range from very small to over a billion.
2. Territory: a definite area of land, water and air space. Territorial waters and air space are included.
3. Government: the agency through which the will of the state is made and carried out. It has three organs: legislature, executive and judiciary.
4. Sovereignty: supreme power, internal (over all inside) and external (freedom from foreign control). It is the most important element; it separates the state from other associations.
Some writers add international recognition and permanence as extra features.
State vs government: the state is permanent and abstract; government is temporary and concrete. Governments change, the state continues.
State vs society: society is wider and older; the state is one part of society working through law.
State vs nation: a nation is a people bound by common culture and feeling of unity; a state is a political-legal unit. A nation may not have a state.
Theories of the origin of the state: divine origin, force, social contract, evolutionary (historical) theory. The evolutionary theory is considered the most acceptable.
Important terms
Sovereignty – supreme and final power of the state.
Government – machinery that makes and enforces laws.
Nation – people united by common culture and political consciousness.
Association – voluntary group formed for a specific purpose.
Territorial waters – sea area near the coast under a state's control.

5 important questions
Q1. Give Garner's definition of the state.
The state is a community of persons, more or less numerous, permanently occupying a definite territory, independent of external control, with an organised government which the people habitually obey.
Q2. Distinguish between state and government.
The state is permanent and has sovereignty; the government is its agent and changes from time to time. The state is abstract; government is concrete and visible.
Q3. Explain the essential elements of the state.
Population: people organised politically.
Territory: definite land, water, air space.
Government: legislature, executive, judiciary.
Sovereignty: internal and external supremacy.
All four are necessary; absence of any one means no state.

Quick summary
How did the state come into being? There is no written record of its beginning, so thinkers gave different theories: the divine origin theory, the force theory, the social contract theory, the patriarchal and matriarchal theories and the evolutionary (historical) theory. Most scholars today accept the evolutionary theory, which says the state grew slowly through many factors.
Key points
Divine origin theory: God created the state and sent the king as His representative. The king is answerable only to God; disobeying him is a sin. It supported the divine right of kings (James I of England, Robert Filmer). Ancient Indian texts like the Manusmriti also show the king as having a divine element.
Criticism of divine theory: unscientific, supports despotism, cannot be proved, rejected by democracy and secularism.
Force theory: the state was born from the conquest of the weak by the strong. "War begot the king." Supporters include Jenks, Oppenheimer, Treitschke and Bernhardi; Marxists also see the state as a tool of force.
Criticism of force theory: force is one factor, not the only one; "will, not force, is the basis of the state" (T. H. Green); it glorifies war.
Social contract theory: people living in a state of nature made an agreement to create the state. Main thinkers: Hobbes (Leviathan, 1651), Locke (Two Treatises of Government, 1690), Rousseau (The Social Contract, 1762).
Criticism of contract theory: no historical proof; primitive people could not think of a contract; the state is not an artificial creation (Maine: society moved "from status to contract", not the other way).
Patriarchal theory (Henry Maine): the state grew out of the family headed by the eldest male; families → clans → tribes → state.
Matriarchal theory (McLennan, Morgan, Jenks): early society was organised around the mother; kinship traced through women.
Evolutionary (historical) theory: "The state is neither the handiwork of God, nor the result of superior force, nor the creation of a contract, nor a mere expansion of the family. It is a slow growth" (Garner).
Factors in the growth of the state (Gettell, Garner): kinship, religion, force (war), economic activities (property, agriculture), and political consciousness.
Important terms
State of nature – the imagined life of people before the state.
Divine right of kings – the belief that kings get their authority from God.
Kinship – blood relationship; the first bond of society.
Political consciousness – awareness among people of the need for order and government.

5 important questions
Q1. What is the divine origin theory of the state?
It says the state was created by God and the ruler is God's agent. The king is responsible only to God, so people must obey him without question.
Q2. Name the factors that helped the evolution of the state.
Kinship, religion, force or war, economic activities (property and agriculture) and political consciousness.
Q3. Explain and criticise the force theory of the origin of the state.
Meaning: strong conquered weak; state born of war.

Quick summary
Liberalism and Marxism give two very different answers to the question "what is the state and whose interest does it serve?". The liberal theory sees the state as a neutral, necessary institution created by the consent of individuals to protect their life, liberty and property. The Marxist theory sees the state as an instrument of the economically dominant class, which will "wither away" in a classless communist society.
Key points
Liberal theory
Roots in John Locke, Adam Smith, Jeremy Bentham and J. S. Mill.
The individual is the centre; the state exists for the individual, not the other way round.
The state is based on consent and a social contract; it is a neutral umpire between different groups.
Classical liberalism (laissez-faire): the state should do the minimum – protect life, property, contracts and order. It is a "necessary evil" or "night-watchman state".
Modern (welfare) liberalism: T. H. Green, L. T. Hobhouse, Laski and Keynes accepted a positive role for the state in education, health, labour welfare. This gave the welfare state.
Neo-liberalism (Hayek, Nozick, Friedman): back to the minimal state and free market (from the 1980s).
Features: limited and constitutional government, rule of law, rights, separation of powers, multi-party democracy, market economy.
Marxist theory
Given by Karl Marx and Friedrich Engels (Communist Manifesto, 1848; Engels' The Origin of the Family, Private Property and the State, 1884).
The state is not natural or eternal. It arose when private property divided society into classes.
"The executive of the modern state is but a committee for managing the common affairs of the whole bourgeoisie" (Communist Manifesto).
The state is a class instrument: slave-owners, feudal lords and capitalists each used it to exploit others.
The state belongs to the superstructure, which is shaped by the economic base (mode of production).
Through revolution, the workers will set up the dictatorship of the proletariat; after classes disappear, the state will wither away (Engels).
Later Marxists: Lenin (State and Revolution, 1917), Gramsci (hegemony), Miliband and Poulantzas (relative autonomy of the state).
Comparison
Liberal: state is neutral, permanent, based on consent. Marxist: state is partial, temporary, based on force.
Liberal: reform within the system. Marxist: revolution to end the system.
Important terms
Laissez-faire – "let alone"; minimum state interference in the economy.
Welfare state – a state that works for the social and economic welfare of all.
Base and superstructure – economy as the foundation; law, politics and religion built on it.
Withering away of the state – the state disappearing in a classless society.
Hegemony – rule by consent through ideas and culture (Gramsci).

5 important questions
Q1. What is a night-watchman state?
It is the classical liberal idea of a state that only protects life, property and order and leaves the economy and society free.
Q2. What does "withering away of the state" mean?
In Marxist theory, once the proletarian revolution ends classes and exploitation, the state, being an instrument of class rule, will no longer be needed and will gradually disappear.
Q3. Explain the liberal theory of the state.
Meaning and thinkers.
Individual as end, consent as basis.
Classical, welfare and neo-liberal phases.
Features: limited government, rights, rule of law, market.

Quick summary
Sovereignty (सार्वभौमत्व) is the supreme power of the state. It means the state is the final authority inside its territory and free from control by any other state. Jean Bodin first developed the modern theory, John Austin gave the classic legal (monistic) theory, and pluralists like Laski criticised the idea of absolute sovereignty.
Key points
The word comes from the Latin superanus, meaning supreme.
Jean Bodin (Six Books of the Republic, 1576): sovereignty is the supreme power over citizens and subjects, unrestrained by law.
Hugo Grotius: the supreme political power vested in him whose acts are not subject to any other.
Two aspects: internal sovereignty (supreme over all persons and groups inside) and external sovereignty (independent of foreign control).
Kinds: titular and real; legal and political; de jure and de facto; popular sovereignty.
Legal sovereignty – the authority that makes law (e.g. Parliament in Britain). Political sovereignty – the people/electorate who stand behind the legal sovereign.
De jure – sovereignty by law; de facto – sovereignty in actual practice.
Popular sovereignty – the people are the final source of power (Rousseau). The Preamble of India begins "We, the People of India".
Austin's theory (The Province of Jurisprudence Determined, 1832): "If a determinate human superior, not in a habit of obedience to a like superior, receives habitual obedience from the bulk of a given society, that determinate superior is sovereign in that society, and that society is political and independent."
Austin's points: sovereign is a determinate person or body; law is the command of the sovereign; sovereignty is absolute, indivisible.
Criticism of Austin: ignores customs and public opinion (Henry Maine gave the example of Ranjit Singh, who did not change customs); hard to find a determinate sovereign in federations or democracies; ignores popular sovereignty.
Pluralist theory (Laski, MacIver, Figgis, Duguit): society has many associations (church, trade unions, family); the state is one among them; sovereignty should be divided. Laski said it would be good for political science if the whole concept of sovereignty were surrendered.
Today sovereignty is also limited by international law, the UN and globalisation.
Important terms
Monism – the view that sovereignty is single, absolute and lies only with the state.
Pluralism – the view that power is shared among many groups.
De facto – in fact; De jure – by law.
Popular sovereignty – sovereignty of the people.
Command theory – law as the command of the sovereign (Austin).

5 important questions
Q1. What is the difference between legal and political sovereignty?
Legal sovereignty belongs to the body that makes law, like Parliament. Political sovereignty belongs to the people or electorate, whose will the legal sovereign must ultimately respect.
Q2. What is popular sovereignty?
It means that final power lies with the people. Rousseau developed it through the idea of the general will. Democracies like India accept it.
Q3. Explain the characteristics of sovereignty.
Absoluteness – no legal limits within the state.
Permanence – lasts as long as the state.
Universality – applies to all persons and groups.
Indivisibility – cannot be divided.
Inalienability – cannot be transferred.
Exclusiveness – only one sovereign in a state.
Q4. Critically examine Austin's theory of sovereignty.
Statement of the theory and its features.
Merits: clear, legal, emphasises supremacy of law.
Criticism: ignores custom (Maine), public opinion, popular sovereignty.
Hard to apply to federal states and democracies.
Ignores international law.
Q5. Explain the pluralist theory of sovereignty.
Society is federal; many associations meet human needs.
State is one association, not supreme over all.
Sovereignty should be shared.
Thinkers: Laski, MacIver, Figgis, Duguit.
Criticism: without a supreme authority, conflicts between groups cannot be settled.
Exam tip
Quote Austin's definition word for word – it is the most frequently asked part of this chapter.

Quick summary
A nation is a large group of people who feel united by common bonds such as history, culture, language, religion or shared hopes, and who want to live together, usually under their own state. Nationalism is the feeling of loyalty to the nation and the political movement that demands self-government for it. Nationalism has built and freed many states, but in an extreme form it can also cause aggression and conflict.
Key points
The word "nation" comes from the Latin natio (birth or race).
Nationality is a people with a feeling of unity; when it becomes politically organised and wants or gets independence, it becomes a nation (Burgess, Bryce).
Ernest Renan (1882): a nation is "a daily plebiscite" – a soul and a spiritual principle based on shared memories and the will to live together.
J. S. Mill: a nationality is a portion of mankind united by common sympathies.
Benedict Anderson (1983): a nation is an "imagined community", because members never meet most of the others yet feel close to them.
Elements of a nation: common territory (homeland), common race or descent, common language, common religion, common history and traditions, common political aspirations, common economic interests.
No single element is essential. Switzerland has four languages; India has many religions and languages – yet both are nations. The most important element is the psychological feeling of unity.
Nation and state: a state needs sovereignty; a nation needs a feeling of unity. One state may have many nationalities (multinational state); one nation may be spread over many states.
Principle of self-determination: every nation should have the right to form its own state. US President Woodrow Wilson's Fourteen Points (1918) made it popular.
Types of nationalism: liberal or civic (based on citizenship and shared values), ethnic or cultural (based on descent and culture), anti-colonial (freedom movements of Asia and Africa), and aggressive or chauvinist nationalism (fascism, Nazism).
Indian nationalism grew against British rule; it was largely inclusive and civic, built on "unity in diversity". Rabindranath Tagore criticised aggressive nationalism and stood for universal humanism.
Merits: freedom from foreign rule, unity, democracy, cultural growth, patriotism.
Demerits: narrow-mindedness, wars, imperialism, oppression of minorities, separatism.
Important terms
Nationality – a people united by a feeling of oneness.
Self-determination – the right of a people to decide its own political future.
Multinational state – a state containing several nationalities.
Chauvinism – extreme and aggressive nationalism.
Internationalism – co-operation and goodwill among nations.

5 important questions
Q1. Distinguish between nation and state.
A state is a political-legal unit with population, territory, government and sovereignty. A nation is a cultural-psychological community based on a feeling of unity. A state must be sovereign; a nation need not be.
Q2. What is meant by self-determination?
It is the principle that every nation should have the right to form its own state and decide its own government.
Q3. Define nation and explain its elements.
Definitions: Renan, Mill, Anderson.
Elements: territory, race, language, religion, history, common interests, political aspirations.
Psychological unity as the main element.
Examples: India, Switzerland.
Q4. Explain the meaning and types of nationalism.
Meaning and growth after the French Revolution.
Civic, ethnic, anti-colonial, aggressive types.

Q5. Evaluate the merits and demerits of nationalism.
Merits: freedom, unity, democracy, development.
Demerits: war, imperialism, minority oppression, separatism.
Need for balance with internationalism (Tagore, Gandhi).

(Manipulation).

Quick summary
Power is the ability to make others act as one wishes, even against their will. Authority is power that people accept as rightful, that is, legitimate power. Legitimacy is the belief that a ruler has the right to rule. These three ideas explain why people obey governments.
Key points
Robert Dahl: A has power over B to the extent that he can get B to do something B would not otherwise do.
Max Weber: power is the chance of a person to realise his own will even against the resistance of others.
Power (सत्ता/शक्ती) can be political, economic and ideological.
Forms of power: force, coercion, persuasion, influence, manipulation.
Influence works through persuasion; coercion uses threat or force.
Authority = power + legitimacy. People obey authority willingly.
Max Weber's three types of authority:
Traditional authority – based on custom and tradition, e.g. hereditary kings, village elders.
Charismatic authority – based on the special personal qualities of a leader, e.g. Mahatma Gandhi, Napoleon.
Legal-rational authority – based on rules and laws, e.g. elected governments, bureaucracy.
In modern states, legal-rational authority is the most common.
Legitimacy is the people's belief that the government's power is right and proper. Sources: elections, constitution, tradition, performance of government, ideology.
Weber's three types are also three types of legitimacy.
Legitimacy crisis: when people lose faith in rulers (e.g. due to corruption or failure), protests and revolutions may follow.
Power without authority leads to fear and instability; authority without power is weak. A stable government needs both.
Important terms
Power – capacity to control others' behaviour.
Authority – legitimate, accepted power.
Legitimacy – the rightfulness of power in people's eyes.
Charisma – exceptional personal qualities that attract followers.
Coercion – compelling obedience by force or threat.
Influence – shaping behaviour without force.

5 important questions
Q1. Define authority.
Authority is legitimate power. It is the right to give commands which people accept and obey willingly because they believe the commands are proper.
Q2. What is charismatic authority?
Charismatic authority rests on the extraordinary personal qualities of a leader. Followers obey out of faith and devotion, e.g. Mahatma Gandhi's leadership in the freedom movement.
Q3. Distinguish between power and authority.
Power is ability to compel; authority is the right to command.
Power may use force; authority rests on consent.
Power may be illegitimate; authority is always legitimate.
Power can be unstable; authority is lasting.
Authority = power + legitimacy.
Q4. Explain Max Weber's classification of authority.
Traditional: custom, hereditary rule.
Charismatic: personal qualities; unstable after the leader.
Legal-rational: laws and offices; modern bureaucracy.
Types often mixed in real life.
Shift over time from traditional to legal-rational.
Q5. What is legitimacy? Explain its sources.
Meaning: belief in rightful rule.
Sources: constitution and law; free elections.
Tradition and religion.
Good performance and welfare.
Ideology and leadership.
Importance: stability and voluntary obedience.

Quick summary
Liberty (स्वातंत्र्य) means freedom to think, speak and act according to one's own choice, within reasonable limits. Political theory sees two main views: negative liberty (absence of restraint) and positive liberty (presence of conditions to develop oneself). Liberty is protected through rights, the rule of law, democracy and an independent judiciary.
Key points
The word comes from the Latin liber, meaning free.
J. S. Mill: the only freedom which deserves the name is that of pursuing our own good in our own way, so long as we do not deprive others of theirs.
Harold Laski: liberty is the eager maintenance of that atmosphere in which men have the opportunity to be their best selves.
T. H. Green: liberty is the positive power of doing or enjoying something worth doing or enjoying.
Negative liberty: freedom from interference; the less the state interferes, the freer the person. Thinkers: Hobbes, Locke, Mill, Isaiah Berlin (who described it), Hayek.
Positive liberty: freedom to develop; the state must create conditions like education and health. Thinkers: T. H. Green, Laski, Rousseau.
Isaiah Berlin explained the "Two Concepts of Liberty" (1958).
Kinds of liberty: natural, civil, political, economic, national, personal, religious.
Civil liberty: freedom of speech, movement, religion, property, etc., protected by law.
Political liberty: right to vote, contest elections, hold public office, criticise the government.
Economic liberty: freedom from want and insecurity; Laski said it means security and opportunity to earn one's daily bread.
Safeguards of liberty: democracy, written constitution, fundamental rights, rule of law, independent judiciary, separation of powers, decentralisation, free press, strong public opinion and "eternal vigilance".
Liberty is not licence; law and liberty are not opposites. Locke: where there is no law, there is no freedom.
Important terms
Negative liberty – absence of external restraints.
Positive liberty – opportunity and conditions to realise one's potential.
Licence – unlimited freedom that harms others.
Rule of law – everyone is equal before law (A. V. Dicey).
Harm principle – Mill's idea that the state may restrict liberty only to prevent harm to others.

"Two Concepts of Liberty" (1958)
5 important questions
Q1. What is negative liberty?
Negative liberty means freedom from external interference. A person is free when no one, including the state, prevents him from doing what he wants. Mill and Berlin are associated with this view.
Q2. State any two safeguards of liberty.
An independent judiciary that protects rights, and a written constitution with fundamental rights. Free press and alert public opinion are also important.
Q3. Distinguish between negative and positive liberty.
Negative: freedom from; positive: freedom to.
Negative: minimal state; positive: active welfare state.

Quick summary
Equality (समता) does not mean that all people are the same. It means that all people should have equal rights and equal opportunities, and that no one should get special privileges because of birth, caste, religion, gender or wealth. Equality has several forms: natural, social, civil, political and economic. The relation between liberty and equality is a classic debate.
Key points
Laski: equality means, first of all, the absence of special privilege; secondly, that adequate opportunities are laid open to all.
Equality has a negative side (no special privileges) and a positive side (adequate opportunities for all).
Natural equality: all humans are born equal (a belief of social contract thinkers like Rousseau).
Social equality: no discrimination on caste, religion, race, gender. Article 17 of the Indian Constitution abolishes untouchability.
Civil (legal) equality: equality before law and equal protection of laws (Article 14).
Political equality: universal adult franchise; every citizen can vote and contest elections ("one person, one vote").
Economic equality: reducing large gaps of wealth; meeting basic needs of all. Marxists stress it most.
Equality of opportunity: everyone gets the same chance, e.g. Article 16 on public employment.
Equality of outcome: making results more equal, often through special measures.
Protective discrimination / affirmative action: reservations for SCs, STs and OBCs in India help achieve real equality.
Liberty vs equality:
Opposed view: Lord Acton and Alexis de Tocqueville felt passion for equality may destroy liberty.
Lord Acton wrote that "the passion for equality made vain the hope of freedom" (about the French Revolution).
Complementary view: Laski, Tawney, Rousseau – liberty is meaningless without equality; modern thinkers see them as partners.
R. H. Tawney wrote Equality (1931).
Important terms
Equality before law – everyone is subject to the same law.
Universal adult franchise – right to vote for all adults without discrimination.
Affirmative action – special steps for disadvantaged groups.
Privilege – special right enjoyed by a few.
Egalitarianism – belief in equality of all people.

Quick summary
Rights (अधिकार) are claims of individuals that are recognised by society and protected by the state, so that each person can develop fully. Rights and duties go together. Major theories of rights are the natural, legal, historical, social welfare and Laski's theories. Rights may be moral, legal, civil, political and economic, and today human rights are also recognised worldwide.
Key points
Laski: rights are those conditions of social life without which no man can seek, in general, to be himself at his best.
Bosanquet: a right is a claim recognised by society and enforced by the state.
T. H. Green: rights are powers necessary for the fulfilment of man's vocation as a moral being.
Features: rights exist only in society; they are claims of individuals; recognised by society; enforced by the state; universal; linked with duties; for the common good; not absolute.
Kinds: moral rights (backed by conscience/society) and legal rights (backed by law).
Legal rights are of three types: civil (life, liberty, property, speech, religion, family), political (vote, contest elections, hold office, petition, criticise government) and economic (work, fair wages, rest, social security).
Theory of natural rights: rights are given by nature and exist before the state (Locke: life, liberty and property). Criticism: vague; rights need society.
Legal theory: rights are created and protected by the state's law (Bentham, Austin, Hobbes).
Historical theory: rights grow out of long-standing customs (Burke).
Social welfare theory: rights are conditions for social good (Bentham's utilitarianism, Laski, Roscoe Pound).
Idealist theory: rights help moral development (Green).
Rights and duties are two sides of the same coin; my right is someone else's duty. Indian Constitution has Fundamental Duties (Article 51A).
Human rights: the UN adopted the Universal Declaration of Human Rights (UDHR) on 10 December 1948. 10 December is Human Rights Day.
In India, the National Human Rights Commission was set up under the Protection of Human Rights Act, 1993.
Important terms
Legal right – right enforced by the courts.
Moral right – right based on ethics, not enforced by law.
Natural rights – rights believed to be inborn.
Human rights – basic rights every person has as a human being.
Duty – obligation that comes with a right.

Still valued as base of human rights.
Q5. Explain the relationship between rights and duties.
Right of one = duty of others.
Rights imply duty to use them properly.
Duty towards state – obey laws, pay taxes.

Entitlement Theory).

Quick summary
Justice (न्याय) means giving each person what is due to him. It is the basic value that balances liberty, equality and rights. Justice has legal, social, economic and political dimensions. Classic thinkers like Plato and Aristotle discussed justice, and in modern times John Rawls gave a famous theory of "justice as fairness". The Indian Constitution promises social, economic and political justice.
Key points
The word comes from the Latin jus, meaning bond or tie.
Plato (Republic): justice means each class doing its own work without interfering with others. It is harmony in the individual and the state.
Aristotle: distinguished distributive justice (sharing goods and offices according to merit) and corrective justice (correcting wrongs in transactions).
Legal justice: just laws, equality before law, fair and speedy trial, rule of law, independent judiciary.
Social justice: removal of discrimination based on caste, religion, race or gender; special help for weaker sections. Dr. Ambedkar strongly advocated it.
Economic justice: fair distribution of wealth, work for all, fair wages, basic needs met.
Political justice: equal political rights for all – vote, office, free expression.
John Rawls (A Theory of Justice, 1971): justice as fairness.
Rawls's "original position" and "veil of ignorance": people choose principles without knowing their own position in society, so they choose fair rules.
Rawls's two principles:
Each person has an equal right to the most extensive basic liberties compatible with similar liberty for others.
Social and economic inequalities are acceptable only if (a) they benefit the least advantaged (difference principle) and (b) offices are open to all under fair equality of opportunity.
Robert Nozick (Anarchy, State, and Utopia, 1974) criticised Rawls and supported a minimal state (entitlement theory).
Amartya Sen (The Idea of Justice, 2009) focused on real-life injustices and capabilities.
Indian Preamble: "JUSTICE, social, economic and political".
Important terms
Distributive justice – fair distribution of goods and burdens.
Veil of ignorance – Rawls's device to imagine fair choice.
Difference principle – inequalities allowed only if they help the worst-off.
Social justice – equality of status and removal of discrimination.
Rule of law – supremacy of law over arbitrary power.

5 important questions
Q1. What is social justice?
Social justice means ending discrimination based on caste, religion, race or gender and giving equal social status to all. It includes special protection for weaker sections like SCs, STs and women.
Q2. What is the "veil of ignorance"?
It is John Rawls's thought experiment. People choose principles of justice without knowing their own class, talents or position, so they choose rules that are fair to everyone.
Q3. Explain the different dimensions of justice.
Legal justice: fair laws and courts.
Social justice: no discrimination.
Economic justice: fair distribution, livelihood.
Political justice: equal political rights.
All are linked; Indian Preamble mentions three.
Q4. Explain John Rawls's theory of justice.
Justice as fairness.
Original position and veil of ignorance.
First principle: equal basic liberties.
Second: fair equality of opportunity + difference principle.
Priority of liberty.
Criticism: Nozick (libertarian), communitarians.
Q5. Discuss Plato's concept of justice.
Three classes: rulers, warriors (auxiliaries), producers.
Three parts of soul: reason, spirit, appetite.
Justice = each doing his own function.
Harmony and non-interference.
Criticism: ignores individual rights; supports class division.
Exam tip
Learn Rawls's two principles exactly; they are asked again and again in university exams.

Quick summary
Citizenship is full and equal membership of a political community (the state), with rights and duties. A citizen enjoys civil and political rights such as voting and holding office, and owes loyalty and duties to the state. T. H. Marshall explained citizenship as civil, political and social rights. In India, citizenship is covered by Articles 5–11 of the Constitution and the Citizenship Act, 1955.
Key points
The word comes from the Latin civis (resident of a city). In ancient Athens only free adult males were citizens; women, slaves and foreigners were excluded.
Aristotle: a citizen is one who shares in the administration of justice and in holding office.
Laski: citizenship is the contribution of one's instructed judgment to the public good.
Citizen vs alien: a citizen has full civil and political rights; an alien (foreigner) lives in the state but has only limited civil rights and no right to vote.
Natural (by birth): jus soli (by place of birth, e.g. USA) and jus sanguinis (by blood or parents' citizenship, e.g. most European states).
Naturalisation: by long residence, marriage, government service, purchase of property, or grant.
Acquisition of citizenship:
Loss of citizenship: renunciation, acquiring another citizenship, long absence, marriage to a foreigner (in some states), service in a foreign army, treason or crime, deprivation by the state.
T. H. Marshall (Citizenship and Social Class, 1950): citizenship grew in three stages in Britain – civil rights (18th century), political rights (19th century) and social rights (20th century, welfare state).
Liberal view: citizenship as a legal status with individual rights. Republican view: active participation in public life. Communitarian view: belonging to a community. Feminist critique: formal equality hides exclusion of women.
Good citizenship – qualities: intelligence, self-control, conscience, education, tolerance, public spirit, honesty, participation.
Hindrances (Lord Bryce): indolence (laziness), personal self-interest, party spirit; also illiteracy, poverty, casteism and communalism.
India: single citizenship for the whole country (unlike the USA's dual citizenship). Articles 5–11; Citizenship Act 1955 gives acquisition by birth, descent, registration, naturalisation and incorporation of territory. Overseas Citizenship of India (OCI) is not full citizenship.
Important terms
Citizen – full member of the state with rights and duties.
Alien – a foreigner living in a state.
Jus soli / jus sanguinis – citizenship by place of birth / by descent.
Naturalisation – grant of citizenship to a foreigner.
Social rights – rights to education, health and welfare.

Quick summary
A political ideology is a set of connected ideas about how society should be organised and what the state should do. Liberalism puts the individual, liberty and rights first, with limited government and a market economy. Socialism puts equality and the community first, and wants social control of the main means of production so that wealth is shared fairly. Both have many branches, and modern India mixes elements of both.
Key points
Liberalism
From the Latin liber (free). It grew with the Renaissance, Reformation, the Glorious Revolution of 1688, the American (1776) and French (1789) revolutions.
Modern / positive liberalism (J. S. Mill in part, T. H. Green, Hobhouse, Laski, Keynes): the state must remove obstacles like poverty and ignorance; supports the welfare state.
Core values: individualism, liberty, equality before law, rights, rule of law, constitutionalism, toleration, democracy.
Criticism: favours the rich, ignores economic equality, extreme individualism.
Socialism
Reaction to the evils of the Industrial Revolution: exploitation, poverty, inequality.
Utopian socialism (Robert Owen, Saint-Simon, Charles Fourier): ideal communities through goodwill.
Scientific socialism / Marxism (Marx and Engels): class struggle, revolution, abolition of private property.
Democratic (evolutionary) socialism: gradual change through elections and reforms. Fabian Society (1884) – Sidney and Beatrice Webb, G. B. Shaw. Also Eduard Bernstein (revisionism).
Other forms: guild socialism, syndicalism, Gandhian socialism (trusteeship), and the democratic socialism of Lohia and Nehru in India.
Core values: equality, co-operation, social ownership, planning, workers' welfare, end of exploitation.
India: the word "socialist" was added to the Preamble by the 42nd Amendment (1976); the Directive Principles reflect socialist goals while Fundamental Rights reflect liberal values.
Important terms
Ideology – a system of political beliefs and goals.
Individualism – the individual is more important than the group.
Welfare state – state providing education, health and social security.
Fabianism – gradual, peaceful socialism (named after the Roman general Fabius).

Meaning and origin.
Individualism, liberty, rights, consent, limited state, rule of law, market.

Quick summary
Feminism is a theory and movement that says women and men should have equal rights and dignity, and that society is shaped by patriarchy – a system of male dominance. Feminists study how inequality between the sexes is created in the family, economy and politics, and work to end it. RTMNU teaches it with justice (feminist perspective); it is now a standard topic in political theory.
Key points
Feminism questions the idea that politics is only the "public sphere" and the family is "private". Its famous slogan: "The personal is political" (Carol Hanisch, 1969).
Sex and gender: sex is biological; gender is the social role given to men and women. Simone de Beauvoir: "One is not born, but rather becomes, a woman" (The Second Sex, 1949).
Patriarchy: a social system in which men hold power in the family and society, and women are kept dependent.
First wave (late 19th – early 20th century): legal rights, property rights and the right to vote (suffragette movement). Mary Wollstonecraft's A Vindication of the Rights of Woman (1792) was an early text; J. S. Mill wrote The Subjection of Women (1869).
Second wave (1960s–1980s): equal pay, reproductive rights, sexuality, family; Betty Friedan's The Feminine Mystique (1963), Kate Millett's Sexual Politics (1970).
Third wave (1990s onward): diversity among women by race, class, caste and culture; intersectionality (Kimberlé Crenshaw).
Waves of feminism:
Liberal feminism: equal rights and opportunities through law and education (Wollstonecraft, Mill, Friedan).
Radical feminism: patriarchy is the root of oppression; needs a basic change in family and sexuality (Millett, Shulamith Firestone).
Marxist / socialist feminism: women's oppression is linked with capitalism and unpaid domestic labour (Engels, Juliet Mitchell).
Black / Dalit feminism: caste, race and class shape women's experience.
Types of feminism:
Indian contributions: Savitribai Phule and Jyotirao Phule (girls' school in Pune, 1848), Pandita Ramabai, Tarabai Shinde (Stri Purush Tulana, 1882), Dr. Ambedkar (Hindu Code Bill).
Indian laws and steps: equality in Articles 14–15, 73rd/74th Amendments (one-third seats for women in local bodies), Protection of Women from Domestic Violence Act 2005, and the Nari Shakti Vandan Adhiniyam (106th Amendment, 2023) reserving one-third seats in Lok Sabha and state assemblies (to apply after the next delimitation).
Criticism: divided into many schools; some say it ignores men's issues; radical forms seen as anti-family.
Important terms
Patriarchy – male-dominated social system.
Gender – socially constructed roles of men and women.
Suffrage – the right to vote.
Intersectionality – overlapping of gender with caste, class and race.
Gender justice – fair treatment and equal opportunity for all genders.

Quick summary
Democracy (लोकशाही) is a form of government in which power rests with the people, who rule directly or through elected representatives. It is based on equality, liberty, rule of law and accountability. Democracy may be direct or indirect (representative), and there are several theories about it: liberal, elitist, pluralist, participatory and Marxist.
Key points
The word comes from Greek demos (people) and kratos (rule/power).
Abraham Lincoln (Gettysburg Address, 1863): government of the people, by the people, for the people.
Seeley: democracy is a government in which everyone has a share.
Direct democracy: citizens make laws themselves, as in ancient Athens and the Swiss cantons today.
Indirect democracy: people elect representatives who govern, as in India, the UK, the USA.
Tools of direct democracy: referendum, initiative, recall, plebiscite.
Features: popular sovereignty, free and fair elections, universal adult franchise, majority rule with minority rights, rule of law, independent judiciary, free press, accountable government.
Merits: based on equality and consent; protects rights; educates citizens; peaceful change of government; promotes patriotism.
Demerits: rule of the ignorant (Plato's criticism), slow decisions, costly elections, party politics and corruption, "tyranny of the majority" (Tocqueville, Mill).
Liberal theory: individual rights, free market, limited government (Locke, Mill).
Elitist theory: a small elite always rules (Pareto, Mosca, Michels' "iron law of oligarchy"); Schumpeter saw democracy as competition among elites for votes.
Pluralist theory: power is spread among many groups (Robert Dahl's "polyarchy").
Participatory democracy: people should take part actively, not only vote (Rousseau, C. B. Macpherson, Carole Pateman). Panchayati Raj is an Indian example.
Marxist view: liberal democracy is "bourgeois democracy"; true democracy comes with a classless society.
India is the world's largest democracy by number of voters.
Important terms
Referendum – people vote directly on a proposed law.
Initiative – citizens propose a law.
Recall – voters remove an elected official before his term ends.
Plebiscite – popular vote on an important political question.
Polyarchy – rule by many groups (Dahl).

Forms of Government: Unitary, Federal, Parliamentary and Presidential

Quick summary
Governments can be classified in two main ways. By the division of power between the centre and regions, they are unitary (all power with one central government, as in the UK, France, Sri Lanka) or federal (power divided by the constitution between centre and states, as in the USA, Switzerland, India). By the relation between the executive and the legislature, they are parliamentary (executive responsible to the legislature, as in the UK and India) or presidential (executive separate from the legislature, as in the USA).
Key points
Classical classification: Aristotle classified governments by the number of rulers and their aim – monarchy/tyranny, aristocracy/oligarchy, polity/democracy.
Merits: strong, uniform laws, quick decisions, less costly. Demerits: centralisation, neglect of local needs, not suitable for large diverse countries.
Unitary government: one central government holds all power; local units get only delegated power. Features: single constitution, single citizenship, flexible constitution, no division of powers.
Features: written and rigid constitution, division of powers, supremacy of the constitution, independent judiciary, bicameral legislature, dual government.
Merits: unity with diversity, local autonomy, suits large states. Demerits: weak, costly, conflicts between centre and states.
Federal government: "a political contrivance intended to reconcile national unity and power with the maintenance of state rights" (A. V. Dicey). K. C. Wheare: general and regional governments are each "co-ordinate and independent" within their spheres.
India is called "quasi-federal" (K. C. Wheare) and a "Union of States" (Article 1): federal with a strong centre.
Merits: responsible government, harmony of executive and legislature, flexibility, alternative government ready. Demerits: instability with coalitions, cabinet dictatorship, party domination.
Parliamentary government (cabinet government): the real executive (PM and cabinet) comes from the legislature and is collectively responsible to the lower house. There is a nominal head (King/President) and a real head (PM). The executive can be removed by a vote of no-confidence; the lower house can be dissolved.
Merits: stability, efficiency, expert ministers (secretaries). Demerits: deadlock between executive and legislature, rigidity, less responsibility.
Presidential government: the President is both head of state and head of government, elected for a fixed term (USA: 4 years), not responsible to the legislature; based on separation of powers with checks and balances.
India chose the parliamentary system for its familiarity and responsibility (Dr. Ambedkar in the Constituent Assembly: it gives more responsibility, the presidential gives more stability).
Important terms
Unitary – power concentrated in the central government.
Federal – constitutional division of power between two levels.
Collective responsibility – the cabinet stands or falls together in the lower house.
Separation of powers – legislature, executive and judiciary kept separate (Montesquieu).
Checks and balances – each organ limits the others.

5 important questions
Q1. What is a unitary government?
It is a government in which all powers are vested in one central government by the constitution, and local governments get only the powers the centre delegates. Example: UK, France.
Q2. What is collective responsibility?
In a parliamentary system the whole Council of Ministers is jointly responsible to the lower house; if it loses the house's confidence, all ministers must resign together.
Q3. Explain the features, merits and demerits of a federal government.

Quick summary
In a modern democracy people rule through representatives. Representation is the process by which elected persons act on behalf of the people. Electoral systems are the rules that turn votes into seats. The main systems are First-Past-the-Post (FPTP), the majority systems (two-round, alternative vote), proportional representation (PR) (list system and single transferable vote) and mixed systems. India uses FPTP for Lok Sabha and Vidhan Sabha elections and STV for the President and Rajya Sabha.
Key points
Theories of representation: the delegate theory (the representative follows voters' instructions) and the trustee theory (Edmund Burke, 1774: the representative uses his own judgment for the nation's good).
Territorial representation: seats based on geographical constituencies (common method).
Functional / occupational representation: seats for professions or interest groups (guild socialists, G. D. H. Cole).
Minority representation: reserved seats, separate electorates (Morley-Minto 1909 gave Muslims separate electorates; rejected in independent India), proportional representation.
Universal adult franchise: every adult citizen can vote without discrimination; in India the voting age was lowered from 21 to 18 by the 61st Amendment (1988).
Merits: simple, cheap, stable governments, close link between voter and MP. Demerits: wasted votes, seats not in proportion to votes, small parties lose.
First-Past-the-Post (simple plurality): single-member constituency; the candidate with the most votes wins, even without a majority. Used in UK, USA, India.
Two-round / run-off system: if no one gets over 50%, a second round is held (France presidential elections).
List system: voters choose a party list; seats shared by quota (Israel, Netherlands).
Single Transferable Vote (STV): voters rank candidates (1, 2, 3...); a quota is fixed and surplus votes are transferred. Thomas Hare and J. S. Mill supported it. India uses it for the President, Vice-President, Rajya Sabha and Legislative Councils.
Merits: fair to minorities and small parties. Demerits: complex, many parties, unstable coalitions.
Proportional representation (PR): each party gets seats in proportion to its votes.
Mixed system: part FPTP, part PR (Germany).
Electoral reforms debate in India: money power, criminalisation, NOTA (2013), EVMs and VVPAT, state funding of elections.
Important terms
Constituency – the area that elects a representative.
Franchise – the right to vote.
Quota – minimum votes needed to win a seat under STV.
Wasted vote – votes that do not help elect anyone.
Separate electorate – a community votes only for its own candidates.
